Starting with questions
Much as it might annoy some people, the starting point is to find out what the challenge it. This can only be provided by those inside of the organisation.
Agile?
It's still difficult to find anything about "agile" that doesn't focus on software development.
"Iterative" and "incremental" aren't new ideas. We apply this concept wherever it is feasible, as it ensures successful stakeholder engagement, rather than trying to present a complete and final solution.
